Setting them on top of a cotton ball or square is good.

I saw the video by Hiram Cook on Youtube, and I saw no advantage of using mothballs for a firestarter. It was very sooty, and like I learned making fires, crumpled paper works great. Mothballs are not common, but a Ziploc baggy of dryer lint works really well and easy to get for most urban people. :)

Never tried burning them, but if you put a handful of them in a car gas tank, you will blow up the engine. Quicker and more sure than sugar.

I can tell you this about Mothballs; they don't keep the vermin out of my garden shed.
